The inspiration for this nursery rhyme came from two possible sources: A depiction of Cardinal Wolsey (Henry VIII's Lord Chancelor) who, as a boy, was the son of a butcher and possibly did tend his father's sheep; It has also been suggested that some of the lines come from Shakespeare's King Lear (Act III, scene VI).
